Data has been collected on the average number of daily car journeys into the city centre over a 10-year period from 1996 to 2005. The data, which reports separately journeys made by residents and non-residents, shows significant variation during this period.
In general the number of daily journeys for both groups have reduced by about 50% although the rate of change is markedly different for each.
Journeys made by residents showed little change until 1999, at which time parking meters were introduced in the city centre. After meters were installed the daily journeys were roughly halved and have remained at that level throughout the remainder of the 10-year period.
Journeys made by non-residents steadily increased from 1996 until 1999 and then remained at about the same level until 2002. They were unaffected by the introduction of parking meters in 1999. However, after 2002 the number of journeys halved and the reason for this appears to be the closure of Westgate Street and Park Lane to traffic. Journeys have increased a little since then, suggesting motorists have become accustomed to the closure and are finding it less inconvenient than when the closure was first introduced but the number of journeys are still far less than they were before the closure.
