  Some people think that most crime is the result of circumstance, e.g. poverty and other social problems. Others believe that most crime is caused by people who are bad by nature. Discuss both these views and give your own opinion. (20141108)

  People always have a different understanding about the causes of a crime. Some people believe that the causes of a crime are related to the extemal environment. Some people believe that committing crimes is part of their nature.

  For most criminals, their motivations are often related to the environment they live in. For example, a child who is hungry and lives in poverty is likely to commit theft for food and clothing. A father who is unable to finance medical expenses for his child may take the law into his own hands and rob somebody. In addition, some social issues may be linked to certain crimes as well. For example, some pirates commit robbery in public waters as many large foreign commerclal fishing vessels have been illegally fishing near the waters off their country, which has resulted n a sharp decline in local fisheries stocks. That is why some of the local people who could not catch fish became pirates just to support their families.

  However, with proper help and education, many criminals can also become law-abiding citizens. When a robber is given proper training and education particularly job-related skills, his life may change,without ever returning to their old life of crime. In act, most criminals will receive certain vocational training during their sentence, Statistics reveal that having mastered necessary skills, most offenders can support themselves once released without committing crime. Clearly, when the environment of a criminal's life changes for the better. there is a possibility that he or she can become a law-abiding citizen.

  In summary, I believe that most crimes are caused by external factors, and no one is born a criminal.

  对于多数罪犯来说,他们的动机往往都和生活的环境有关。比如,一个穷孩子就有可能去偷窃食物和衣服;一个没钱给孩子治病的父亲就可能而走险去抢劫。另外,有些社会因素也可能会引起一些犯罪。比如,有些海盗在公共水域实施抢劫,是因为很多外国的大型商业渔船一直在他们国家的近海非法捕鱼作业,导致当地的渔业保有量急剧下降。捕不到鱼的当地人为了养家口才成为海盗。

  然而,有了适当的帮助和教育,很多罪犯也可以变成道纪守法的公民。当一个强盗接受了适当的培训和教育,尤其是与工作相关的技能(培训或教育)时,他的人生可能会因此而改变,不再犯罪。实际上,多数罪犯在服刑期间都会接受一定的职业培训。统计发现,掌握了必要的技能后,多数罪犯在释放后都可以自食其力不再犯罪。很明显,当罪犯生活的环境发生积极的改变时,他或她也可能会变成遵纪守法的公民。

  总之,我认为大多数的犯罪都和些外在的因素有关,没有人天生就是罪犯。
