  题目包含两个观点:1)公共交通应该有政府资助;2)要让乘客免费;题目没有明确的some people believe这样的表述告知哪一句是观点,哪一句是背景。所以默认2句话都是主观观点。需要在文章中分别回应:1)是否同意政府资助;2)是否同意免费;

  There is an opinion that the authority should finance the public transport to make it free for people who use it. This argument has strong merits, though, I have to question the rationality of this practice in terms of the scope of the passengers, and I do not think its implementation should exacerbate the financial burden of the government.

  My first question is about the ambiguity of the so-called ‘free for people who use it’ – does that mean free of charge for everyone or just taxpayers? Considering the contribution to the state fund from the latter, it makes sense that they are entitled to the free public service. However, in cities where a large proportion of their population are visitors from all over the world, I do not think it fair or affordable for the authority to waive charges for everyone on buses or trains. How can a tourism city like Kyoto afford the cost to provide free transport for tourists whose number are several times the local residents?

  Another problem is that a free public service should not necessarily lead to an extra burden for the state budget, whereas there may be alternatives to governmental funding to cover the financial gap left by free service. One practical option is advertising, which is proven to be one of the most effective profit models for public transport by many counties. A successful case in this point is the subway systems in Shanghai, where advertising boards, poster and LEDs are ubiquitous at almost every corner of the trains and stations. It is those advertisements that bring in millions of dollars every year, which in turn support its policy of low ticket price in the city.

  In conclusion, I do not think it rational to make public transport free for everyone who use it, and it is simple-minded to rely only on government to fund the service.
